በኢትዮጵያ ዳያስፖራ ኤጀንሲ አስተባባሪነት በዳያስፖራ ቦንድ አከፋፈት፣ በዳያስፖራ ሞርጌጅና የቦንድ ክፍያ ስርዓት ላይ ያተኮረ የአውሮፓ ክላስተር ሚሲዮኖችና የኢትዮጵያ ንግድ ባንክ የስራ ሃላፊዎች የተሳተፉበት የበይነ መረብ ውይይት ተካሄደ።
የውይይት መድረኩን የከፈቱት የኢትዮጵያ ዳያስፖራ ኤጀነሲ ዋና ዳይሬክተር ክብርት ወ/ሮ ሰላማዊት ዳዊት ባስተላለፉት መልዕክት ዳያስፖራው የውጭ ምንዛሪ አካውንት ለመክፈት፣ በቦንድ ግዥና በሞርጌጅ አገልግሎት ላይ ለመሳተፍ ፍላጎቱ በየጊዜው እየጨመረ መምጣቱን ጠቅሰው፣ እንዚህን አገልግሎቶች በቀላሉ ተደራሽ ማድረግ በሚቻልበትና በተለያዩ መድረኮች ላይ በተደጋጋሚ የሚነሱ ጥያቄዎችን ለመመለስ መድረኩ መመቻቸቱን ገልጸዋል።
የአውሮፓ ክላስተር አስተባባሪና በፍራንክፈርት የኢፌዴሪ ቆንስላ ጀነራል ክቡር አቶ ፍቃዱ በየነም በበኩላቸው ኤጀንሲው መድረኩን በማመቻቸቱ ምስጋናቸውን አቅርበው፣ የመሰል መድረኮች መዘጋጀት ሚሲዮኖች ለዳያስፖራው በሚያቀርቧቸው አገልግሎቶች ላይ የሚታዩ የአሰራርና የግንዛቤ ክፍተቶችን በመሙላት ረገድ ያላቸው ሚና ከፍተኛ መሆኑን ገልጸዋል።
በክላስተሩ የሚገኙ ሚሲዮኖችም ከዳያስፖራ አካውንት አከፋፈት፣ ከዳያስፖራ ሞርጌጅና የቦንድ ክፍያ ስርዓት ጋር የተያያዙ በርካታ ጥያቄዎችንና ሃሳቦችን አንስተዋል። ከነዚህም መካከል የቦንድ ግዥውም ሆነ የክፍያ ስርዓቱ ዘመኑን በሚመጥን መልኩ በኤሌክትሮኒክስ የግብይት መላ ስለማቅረብ፣ ቦንድ መሸጥ በማይቻልባቸው አካባቢዎች አማራጭ የሃብት ማሰባሰቢያ መንገዶችን ስለመፍጠር፣ የተሟላ ሰነድ የሌላቸው ሆኖም ገንዘባቸውን በህጋዊ መልኩ ወደ ሃገር ቤት መላክ የሚፈልጉ ዜጎች ተጠቃሚ ሊሆኑ የሚችሉበት ሁኔታ ስለማመቻቸት እንዲሁም ዜጎች ገንዘባቸውን በህጋዊ መንገድ ለመላክ የሚያበረታቱ አሰራሮችን ስለመቀየስ የሚሉት ይጠቀሳሉ።
በኢትዮጵያ ንግድ ባንክ የዳያስፖራ ቅርንጫፍ ስራ አስኪያጅ አቶ ለማ ዋቀዮና ባልደረቦቻቸውም ለቀረቡት ሃሳቦች ምላሾችንና ማብራሪያዎችን ያቀረቡ ሲሆን፣ ብዙዎቹ የተነሱት ጉዳዮች አሰራሮችን በማሻሻል የሚፈቱ መሆናቸውን አመላክተዋል።
የኤጀንሲው ዋና ዳይሬክተር ክብርት ወ/ሮ ሰላማዊት ዳዊት በመድረኩን ሲያጠቃልሉ ባስተላለፉት መልዕክት ህጋዊ ባልሆነ መልኩ ወደ ሃገር ቤት የሚላክ የውጭ ምንዛሪ ፍሰትን ለመቀነስ የተጀመሩ አሰራሮች ተጠናክረው መቀጠላቸው እንደተጠበቀ ሆኖ ዳያስፖራውም ህጋዊ ባልሆኑ መንገዶች የሚልከው ገንዘብ በሃገር ላይ የሚያስከትለውን አሉታዊ ጫና በማመዛዘን በህጋዊ መልኩ ብቻ ገንዘብ ለመላክ የሚወስደው እርምጃ ወሳኝ መሆኑን አስገንዝበዋል።

Dear national and international media
Thank you for participating in the joint press conference IFRC President, Mr. Francesco Rocca and Ethiopian Red Cross Society (ERCS) President, Ato Abera Tola, conducted both virtually and face to face on 10 February 2021 at the ERCS HQ in Addis Ababa and Geneva.
But while monitoring the news we found a misquotation from few local and international media which we earnestly respond as follows:

It is with sadness that we read lines of news/rather Tweets Deck of 9:27 AM 2/10/21 that is released by AFP that reads: “#BREAKING: Ethiopian Red Cross says 80 percent of Tigray is cut off from aid” totally unfounded to the best and misquoting to the least. Some other media houses also followed suit.
For over 85 years now, Ethiopian Red Cross has always been the first to be on the spot, including since the very first day of the outbreak of the conflict in Tigray where our over 156 ambulances all over Tigray and thousands of volunteers and staff even with life sacrifices have been providing humanitarian services unwaveringly to the cause of humanity. In fact we have so far reached close to 400, 000 beneficiaries in Tigray, even less than 20% of the total beneficiaries in need of assistance. ERCS is currently continuing to provide relief assistance to more people in Tigray, Benishangul Gumuz, among other places. This is to confirm that Ethiopian Red Cross Society has never been denied access to reach people in need in various parts of Tigray. What we lack is capacity and capability to reach 80% of the vulnerable community. That is why we are appealing to the public and international community to fill the gup. This was what our president alluded to and surprisingly misquoted by mainstream media.
We are really perplexed by this news among so many of the humanitarian intervention ERCS is making, to wrongly address ERCS president’s speech and misquote him, while he was appealing for further assistance’’.

አዲስ አበባ ፣ የካቲት 3 ፣ 2013 (ኤፍ ቢ ሲ) ጁንታው የህወሓት ቡድን በፈፀመው የሀገር ክህደት ወንጀል በሰሜኑ የሀገሪቱ ክፍል በሚገኙ መሰረተ ልማቶች ላይ ከፍተኛ ጉዳት በማድረሱ ከአገልግሎት ሊገኝ የሚገባ ከ2 ነጥብ 9 ቢሊየን ብር በላይ ተቋማቱ እንዲያጡ ማድረጉን የኢትዮጵያ ፌደራል ፖሊስ ኮሚሽን አስታወቀ፡፡
ቡድኑ በሰሜን ዕዝ የመከላከያ ሰራዊትና የመንግስት ተቋማት ጥበቃ ላይ በነበሩ የፌደራል ፖሊስ ኮሚሽን አባላት ላይ የሀገር ክህደት ወንጀል መፈጸሙን ኮሚሽኑ አስታውሷል፡፡
በዚህም በኢትዮ-ቴሌኮም፣ በኢትዮጵያ ኤሌክትሪክ ኃይል፣ በኢትዮጵያ ነዳጅ አቅራቢ ድርጅት፣ በኢትዮጵያ አየር መንገድና ኤርፖርቶች ድርጅት እንዲሁም በኢትዮጵያ ንግድ ባንክ በሚገኘው የደደቢት ማይክሮ ፋይናንስ ላይ ከፍተኛ ጉዳት መድረሱንም ኮሚሽኑ አስታውቋል ።
በዚህ መሰረት በአካባቢው በሚገኙ የኢትዮ ቴሌኮም መሰረተ ልማቶች ላይ ጁንታው ባደረሰው ጉዳት ተቋሙ ማግኘት ከሚገባው 1 ቢሊየን 370 ሚሊየን 828 ሺህ 689 ብር ማጣቱን በምርመራ መረጋገጡንም ነው ያስታወቀው።
በተጨማሪም በተቋሙ ላይ ሊደርስ የነበረና ግምቱ ከ39 ነጥብ 8 ቢሊየን ብር ብር የሆነ የበይነ መረብ ጥቃት ማክሸፍ መቻሉንም ጠቅሷል።
በተመሳሳይ በሰሜን በሚገኙ የኢትዮጵያ ኤሌክትሪክ ኃይል መሰረተ ልማቶች ላይ ቡድኑ ባደረሰው ጉዳት ተቋሙ 329 ሚሊየን 167 ሺህ 524 ብር ማጣቱ ተረጋግጧልም ነው ያለው።
በዚሁ ጥቃት በኢትዮጵያ ኤሌክትሪክ ኃይል በወልቃይት ንዑስ ጣቢያ፣ በማይጨው ንዑስ ጣቢያ፣ በአላማጣ ንዑስ ጣቢያ እና በአሸጎዳ መቐለ ንዑስ ጣቢያዎች ላይ ውድመት የደረሰ ሲሆን በእነዚህ ንዑስ የኤሌክትሪክ ማሰራጫ ጣቢያዎች ላይ የደረሰውን ጉዳት የምርመራ ቡድኑ በገንዘብ መጠን አስልቶ ወደ ፊት እንደሚገልጽም ጠቁሟል፡፡
በተጨማሪም ቡድኑ በኢትዮጵያ ነዳጅ አቅራቢ ድርጅት ላይ ባደረሰው ጉዳት 14 ሚሊየን 49 ሺህ 70 ሊትር ነዳጅ ከመቐለ ነዳጅ ዴፖ በህገ-ወጥ መንገድ ተቀድቶ የተወሰደ ሲሆን በዚህም ድርጅቱ ማግኘት የሚገባውን 258 ሚሊየን 190 ሺህ 998 ብር ማጣቱ በምርመራ ተረጋግጧል ብሏል።
በተመሳሳይ በኢትዮጵያ አየር መንገድና ኤርፖርቶች ድርጅት ላይ በተፈጸመው ጥቃትም በባህር ዳርና በጎንደር አውሮፕላን ማረፊያዎች ላይ የተተኮሰ ሮኬት በመሰረተ-ልማት ላይ 43 ሚሊየን 349 ሺህ 784 ብር የሚገመት ጉዳት ማድረሱንም ገልጿል፡፡
ከዚህ ባለፈም በረራ ወደ ባህርዳር፣ ጎንደር፣ አክሱም፣ መቐለ፣ ሁመራ፣ ደሴ፣ ላሊበላ፣ ሰመራና ሽሬ ባለመደረጉ ምክንያት የኢትዮጵያ አየር መንገድ 147 ሚሊየን 640 ሺህ 223 ብር ማግኘት ከሚገባው ገቢ ላይ ያጣ ሲሆን ሁለቱ ድርጅቶች በድምሩ190 ሚሊየን 990 ሺህ 8 ብር የሚገመት ገንዝብ ማጣታቸው ታውቋል።
በሌላ በኩል ጁንታው የህወሓት ቡድን የኢትዮጵያ ንግድ ባንክ መቐለ ቅርንጫፍ በሚገኘው የደደቢት ማይክሮ ፋይናንስ ሰራተኛ የሆኑትን የተለያዩ ግለሰቦች በመጠቀም በወቅቱ የትግራይ ክልል መንግስት የንግድ ኢንዱስትሪና ከተማ ልማት ቢሮ ሃላፊ በነበሩት በዶክተር አብርሃም ተከስተ ትእዛዝ ሰጭነት በአንድ ቀን ብቻ በህገወጥ መንገድ 800 ሚሊየን ብር አውጥተው የተወሰዱ መሆኑ በምርመራ የተረጋገጠ ሲሆን ከዚህ ባንክ የወጣው ገንዘብ የት እንደደረሰ ወደፊት ምርመራው ሲጠናቀቅ የሚገለጽ መሆኑን የኢትዮጵያ ፌደራል ፖሊስ ኮሚሽን አስታውቋል።
በአጠቃላይ ጁንታው የህወሓት ቡድን በፈፀመው የሀገር ክህደት ወንጀል በሰሜኑ የሀገሪቱ ክፍል በሚገኙ ታላላቅ መሰረተ ልማቶች ላይ ከፍተኛ ጉዳት በማድረሱ ከአገልግሎት ሊገኝ የሚገባው 2 ቢሊየን 949 ሚሊየን 177 ሺህ 220 ብር ተቋማቱ እንዲያጡ ማድረጉንየኢትዮጵያ ፌደራል ፖሊስ ኮሚሽን ገልጿል።

በትግራይ ክልል በ36 ወረዳዎች በ92 የምግብ ማከፋፈያ ጣቢያዎች የአስቸኳይ ሰብዓዊ ዕርዳታ ስርጭት እየተካሄደ ይገኛል፡፡
የኢትዮጵያ መንግስት ከ 26 በላይ ከሚሆኑ ዓለም አቀፍ እና መንግስታዊ ካልሆኑ ድርጅቶች ጋር በመተባበር ለወገኖቻችን አፋጣኝ የምግብ ስርጭት ለማድረስ በትጋት እየሰራ ይገኛል፡፡
70% የምግብ አቅርቦት በኢትዮጵያ መንግስት የተሸፈነ ሲሆን ቀሪው 30% በልማት አጋሮች እና መንግስታዊ ባልሆኑ ድርጅቶች የተሸፈነ ነው፡፡
እስካሁን ድረስ በክልሉ 2 ሚሊዮን 7 ሺህ ወገኖቻችንን ተጠቃሚ አድርገናል፡፡
ለህፃናት፣ እናቶችና አረጋውያን የአልሚ ምግብ አቅርቦትን የበለጠ ለማስፋትና ምግብ ነክ ያልሆኑ አቅርቦቶችን በተፈላጊው መጠን ለማቅረብ ከአጋር አካላት ጋር በቅርበት እየሰራን እንገኛለን።
በቀጣይም የምግብ እና ምግብ ነክ ያልሆኑ ቁሳቁሶች ስርጭት ተጠናክሮ ይቀጥላል።
በሁሉም የክልሉ ማዕዘን ለሚገኙ የምግብ አቅርቦት ለሚያስፈልጋቸው ወገኖቻችን ለመድረስ ያልተቆጠበ ጥረት እየተደረገ ይገኛል፡፡
Emergency humanitarian assistance is underway in 36 Woredas of Tigray Region at 92 food distribution points. The Government is working with more than 26 International Organizations to reach out to our people in need.
70% of food items covered by the Ethiopian government and 30% by development partners and NGOs. So far we have reached out to 2,007,000 beneficiaries in the region.
We are working with partner organizations to further expand the supply of non-food items and nutritious food for children, lactating mothers, and the elderly.
Unreserved efforts are being made to reach out to every single person in need in every corner of the region.

Ambassador Redwan Hussein on behalf of the State of Emergency Media Task Force titling it as, ‘#Ethiopia Responds’. Here is the letter: Letter to the The Economist Newspaper #Misrepresentation of the Government of #Ethiopia ***************** The Government of Ethiopia condemns in the strongest of terms the accusation that it is “using hunger as a weapon”. After citing “accounts”, quoting “frettings” of a certain “Western diplomat” and hesitating that it is “impossible to know”, the article then proceeds to make such an unconscionable and serious claim. In the past month, the Government of Ethiopia has mobilized and delivered more than 31,000 metric tons of food, non-food items and medical supplies to the region of Tigray. In addition, the Government of Ethiopia is putting in place necessary security protocols to protect civilians, stabilize the region and capture remaining suspects of treasonous crimes. This article trivializes the constitutional obligation of the federal government of Ethiopia and resorts to a wholesale insult that “the government is too incompetent”. The Ethiopian National Defense Forces and other security institutions have demonstrated exceptional courage and skill in this law enforcement operation. There is a delicate and cautious balance that is to be observed in guaranteeing basic necessities while maintaining security in the Tigray region. Federal agencies, utility companies and other service providers are working at full speed to restore services in Tigray. They are doing so in the wake of the TPLF’s and its militia’s well-documented acts of vandalism against public and private infrastructure and assets including telecom, transport, energy and banking. Reconstruction will take time and this air of disconnect and mystery is fueling misinformation as the one in this article. The article neglects to consider the TPLF’s history of systematic human rights violations. Like the rest of humanity, the people of Ethiopia seek peace and the rule of law. TPLF has been the grand sponsor of destabilization, terror and massacres for the past three decades and it has not eased its thirst for absolute power even after it was unseated through widespread protests and the electoral rules of the coalition which TPLF itself had engineered. Thanks to our millennia old tradition of statehood, Ethiopians are fierce believers in justice. And in this land of justice, actions have consequences. In this complicated and high stakes operation, humanitarian, diplomatic and media agencies will have to endure the inconvenience of heeding to the direction of the government. The success of this operation necessitates that as Tigray transitions to rebuilding and recovery. The gravest error this article makes is its shortsightedness. Ethiopians have a dream for peace and prosperity. The past two years have been profoundly painful for all Ethiopians but the Government of Ethiopia believes we are headed in the right direction. Magnifying troubles and echoing accusations of past regimes within the article as a comparison to this administration is a mere distraction. Ethiopians will not watch helplessly and idly as history repeats itself. This is exactly why the Government of Ethiopia has been determined in preventing spoilers such as TPLF from hijacking our new chapter. The Government is implementing historic reforms across economic, political and social sectors. Ethiopia is poised to enter a new era and the Law Enforcement Operation in Tigray is a costly but necessary step in the right direction. The Government of Ethiopia condemns in the strongest of terms the accusation that it is “using hunger as a weapon”. After citing “accounts”, quoting “frettings” of a certain “Western diplomat” and hesitating that it is “impossible to know”, the article then proceeds to make such an unconscionable and serious claim. In the past month, the Government of Ethiopia has mobilized and delivered more than 31,000 metric tons of food, non-food items and medical supplies to the region of Tigray. In addition, the Government of Ethiopia is putting in place necessary security protocols to protect civilians, stabilize the region and capture remaining suspects of treasonous crimes.
This article trivializes the constitutional obligation of the federal government of Ethiopia and resorts to a wholesale insult that “the government is too incompetent”. The Ethiopian National Defense Forces and other security institutions have demonstrated exceptional courage and skill in this law enforcement operation. There is a delicate and cautious balance that is to be observed in guaranteeing basic necessities while maintaining security in the Tigray region. Federal agencies, utility companies and other service providers are working at full speed to restore services in Tigray. They are doing so in the wake of the TPLF’s and its militia’s well-documented acts of vandalism against public and private infrastructure and assets including telecom, transport, energy and banking. Reconstruction will take time and this air of disconnect and mystery is fueling misinformation as the one in this article.
The article neglects to consider the TPLF’s history of systematic human rights violations. Like the rest of humanity, the people of Ethiopia seek peace and the rule of law. TPLF has been the grand sponsor of destabilization, terror and massacres for the past three decades and it has not eased its thirst for absolute power even after it was unseated through widespread protests and the electoral rules of the coalition which TPLF itself had engineered. Thanks to our millennia old tradition of statehood, Ethiopians are fierce believers in justice. And in this land of justice, actions have consequences.
In this complicated and high stakes operation, humanitarian, diplomatic and media agencies will have to endure the inconvenience of heeding to the direction of the government. The success of this operation necessitates that as Tigray transitions to rebuilding and recovery.
The gravest error this article makes is its shortsightedness. Ethiopians have a dream for peace and prosperity. The past two years have been profoundly painful for all Ethiopians but the Government of Ethiopia believes we are headed in the right direction. Magnifying troubles and echoing accusations of past regimes within the article as a comparison to this administration is a mere distraction. Ethiopians will not watch helplessly and idly as history repeats itself. This is exactly why the Government of Ethiopia has been determined in preventing spoilers such as TPLF from hijacking our new chapter.
The Government is implementing historic reforms across economic, political and social sectors. Ethiopia is poised to enter a new era and the Law Enforcement Operation in Tigray is a costly but necessary step in the right direction.
It is regrettable that the Economist assumes that leaders in Africa are either evil or incompetent.

Press Release on Recent Statements of the #EuropeanUnion Regarding the Humanitarian Assistance Efforts of the FDR of Ethiopia in the #Tigray Region

The Government of Ethiopia is deeply concerned by the statements the European Union is issuing regarding the situation in Tigray. These statements not only failed to reflect the reality on the ground but also turned a blind eye to the efforts exerted by the Government to address the pressing humanitarian needs of the people in the region.
In what seems an unchanging tone since the Ethiopian Government has launched the law enforcement operation, the EU Commission’s statements have either ignored or failed the need to recognize from the start the overall objective of the operation and continued to project unbalanced and overrated view of the situation. Even if the law enforcement measure taken against those who defied the constitutional order and declared war on the Ethiopian National Defense Forces came to a successful completion, and massive efforts in collaboration with our partners have been launched to respond to the needs of the people in the region, the list of demands and conditions have made the task of soliciting the necessary amount of support to swiftly address the humanitarian activities difficult. If at all, constructive engagement from the start could have contributed to expediting the response and helped the Government and partners quickly delve into the colossal task of investing in the development projects to improve the livelihoods of the people in the region.
As has been stated time and again in many of the Government’s communications and briefings given to the international community, access to many of the humanitarian actors has been given to many of the places in Tigray under a government-led process. This is critical because it both helps to scale up the provision of humanitarian assistance in a coordinated manner, and enhance results in terms of reaching out to a large number of targeted groups and beneficiaries. These efforts were made apparent for all to see, including governments and UN officials who recently paid a visit to Ethiopia.
While the Government ensures all people in need of humanitarian assistance are properly provided with the necessary supplies, it has never failed in its responsibility to investigate the human rights violations committed during the law enforcement operation against the TPLF and bring those who were involved and perpetrators harboured these criminals to justice. Such investigations have also been carried out by an independent human rights commission in the country whose findings and that of the Government are now made publicly available.
As a country known for hosting close to a million refugees from different countries, Ethiopia’s hospitality and support to refugees from Eritrea is reassuring and questions raised in this regard are not and should be of no concern. Regarding the allegations about the Eritrean refugee camps in Shimelba and Hitsats, anyone who has been closely working with the refugees there knows that the Shimelba camp is located 20 KM away from Eritrea, and Hitsats in a very inhospitable area to any human beings. The Government of Ethiopia had tried to relocate the refugees in these camps to another area had it not been for the stubborn refusal of the TPLF that was administering the region before the beginning of the law enforcement operation. The Ethiopian Government does not think the High Representative of the EU was unaware of this fact. A number of refugees have been
relocated to the remaining two camps that host Eritrean refugees while the others are disbursed in Addis Ababa, Tigray and Amhara regions. The High Representative’s allegation against Ethiopia in this regard does not take into account Ethiopia’s internationally acclaimed commitment to protecting and even expanding the rights of about one million refugees from 27 different countries.
It is the view of the Ethiopian Government that it is of no consequences to pronounce concerns that has been and in the process of being attained to in the Tigray region. It is only through constructive engagement that the aforesaid and other humanitarian and development challenges can effectively be addressed. As a strategic partner, the European Union should continue to stand by and support Ethiopia in its efforts to overcome its development bottlenecks and expedite its march towards achieving sustainable peace and development. Much has been achieved since the political and democratic dispensation have ushered in since the reform began, and the people and Government of Ethiopia stand strong in their resolve to build a democratic and prosperous country. Ethiopia is confident our development partners, including the European Union, join us in this journey and help us achieve to bring these grand objectives to fruition.
